Measurement
What is a baseline?
A baseline is a recorded starting pattern used as a reference for later comparison.
It should reflect relevant conditions before a change. A useful baseline includes ordinary variation rather than only an unusually strong or weak result.
Later differences need comparable questions and context. A baseline alone does not establish what caused a change.
In Seenford
In Seenford, baseline comparison uses the four weeks before a fix, followed by checks two and four weeks after.
Example
A business records recurring omissions before revising its service information.
